Ah, yes, I believe so. Laine-chan simply... isn't ready to evolve yet. [Laine's face is buried in Sakaki's chest right now, and she lets out a plaintive squeak.]

None of mine have had a problem with evolving yet, but I don't think it's completely unheard of.

[another nod] I remember... some time ago, Shirogane-san sat down with all of his Pokémon... and made sure he knew which of them did or didn't want to evolve.
