Yes, they are allowed to - although playercest is generally discouraged, this is the kind of event where it's particularly likely to happen. And actual playercest will probably be taking place in Prussia's case. The general protocol for that kind of thing is to try to prioritize your threads with other players, but there's nothing preventing you from playercesting responsibly. :)
