If you need a map making resource, I did a search and found these to start with. I have never used any of these programs before, so don't ask me about them, please! You can also code your own image map by hand using this tutorial.
Most people want an image map as a header that will serve as your navigation instead of the words that are usually there. In order to do this, you need to remove the original links, then you can insert the html for your map. You will want to change the areas in red to suit your own needs.
