Well, that's not the best pic from Thor, but I almost like his hair from Avengers better. I thinks it's because of the length. I can see what you mean about the waves. It definitely looks way different in Thor 2 going by that pic.

I think his hair in Thor looked more natural, but maybe it wasn't so much as the hairstyling as the lighting. The lighting in Thor was very soft, especially the scenes in Asgard-Loki's hair was shorter in Thor, and I liked the overall look better because he looked much younger (again-I think that was the soft, warm light Branagh or whoever was in control of that aspect used).
Whedon's Avengers was much harsher. I did like Loki's locks :D They always looked as if he's travelling with a hair curler hahaha (Or maybe he used that sceptre :D ... )

I'm sure the sceptre could be a curling iron. I don't think there is anything Loki's magic stick couldn't do:)
