Donna approached the door with some trepidation, worried about how quickly the Doctor had decided their destination. She’d had her concerns about travelling anywhere in the TARDIS; he’d reassured her that no one would miss them from the back garden in the middle of the night, and they’d be back before the sun rose. Your point is well-taken--but we'd like to defend Rose here. In the first instance--in London--it was actually the Doctor who got himself imprisoned, by going off exploring in a secure facility (he wandered off while having tea with Mickey). Granted, Mickey then ensured he stayed in a cell, without his sonic screwdriver...but Rose knew nothing of it until Mickey told her. In the second instance, it was Pete who had the Doctor held in Sydney. By extension you could really lay the blame for the action (if blame you'd like to lay) at Jackie's feet, as it was she who asked Pete to do the worldwide search for the Doctor. Again, Rose did not know of it until after he'd been collected at Taronga and shuttled across the bay.
It's not the nicest thing of Torchwood to be doing to the Doctor; but it's something for which Rose was not responsible.

1. The chance that he'd try to zip back to London to see her as she was en route to Sydney, even knowing she was travelling to find him (he's demonstrated on more than one occasion his propensity for ignoring his own cardinal rule, regardless of circumstance).
2. If his accomodations were any less...accomodating. Is Ten free to leave at any time? The implication is not, but then--he never asked.
We'll aver that Rose does not make a habit of having close friends, former lovers, or indeed anyone short of high-risk suspects imprisoned simply to suit her whims. It's just how things worked out in this highly unusual circumstance.

It really wasn't his fault; he just kind of forgot to consider that he was on Alt!Earth. Oh, Ten! *ruffles hair*
