Made with the Gimp, but I'm pretty sure it's translatable.
1. Duplicate your base and set to screen.
2. Add a new layer, fill with #69daff, and set to soft light, 100 opacity.
3. Add another new layer, fill with #ffbdd6, and set to burn, 100 opacity.
4. Another layer, fill with #ffbdd6 again, but this time set it to hard light, 20 opacity.
5. Duplicate your base, drag it to the top and set it to soft light, 100 opacity. Merge all your layers.
6. Okay time to adjust the color balance (layer > colors > color balance). In midtones, set cyan/red to -60, magenta/green to -20, and yellow/blue to 10. Make "preserve luminosity" is checked.
And you're done!
You'll probably have to mess around with the opacities, and feel free to ask if you have any questions:)
