First all, as usual. Duplicate the original layer and keep it aside.
Sharpen the image.
Duplicate original layer again, set to Screen 100%.
Duplicate original layer again, set to Screen 40%. Change the opacity accordingly.

Now, let's bring out the reds a little.
Layer > New Adjustment Layer > Color Balance...
Make sure Preserve Luminosity is ticked.
Midtones: +33, -10, +24
Shadows: -27, -5, +51
Highlights: 0, 0, 0
Set to Color 35%
Next; Layer > New Adjustment Layer > Selective Color...
Method: Relative
Reds: -100, +23, +55
Yellows: -81, 0, +45
Neutrals: +100, 0, -30, -11
Set this layer to Color 100%
Next make a new fill layer, #A2FAFF, set to Soft Light 20%.
Layer > New Adjustment Layer > Selective Color...
Method: Relative
Reds: -100, +23, +57
Yellows: -87, 0, +40
Neutrals: +100, 0, -25, -12
Set to Soft Light 30%
Now, this next step is optional. It depends whether or not your icon currently has enough colour or not.
Layer > New Adjustment Layer > Hue/Saturation...
Bring the Saturation up to about +30
Now we need another fill layer, #FFE8A2. Soft Light, 20%.
Now we need another fill layer, #FFE8A2. Color Burn, 15%
Layer > New Adjustment Layer > Selective Color...
Reds: -100, 0, +28
Yellows: -100, 0, +100
Neutrals: -25, 0, +21
Dada..
Now, you can leave it like this or add a texture. ^_^

Just set it to Screen, 100%. You may like to use Lighten at 100% instead.
And...you're finished!
