Set up a network of banks who pay you to get in on the training act. They recruit and train other banks, who recruit and train other banks who...
I think they then have to mail a dollar each to the person at the top of the list.

Personally I still think it's hilarious that the bloke who made off with all the money in a different scam was a Mr Madoff.
