Archbishop calls for Government to break the law

Nope, that's a breach of Article 28 EC, and has been understood to be such for at least the last 25 years. It puts foreign goods on an unequal footing to British goods. The Irish tried a similar campaign in the 70s, and failed. The ECJ ruled it was a breach of what is now Article 28 EC - that bans quantitative restrictions, or measures equivalent to them but, more broadly, any State-led measures that will cause imports to be treated less favourably are prohibited. (Commission v Ireland (C-249/81))
