double Standard in Mexico

Mexicans are escaping their country in search of a better life in the U.S. but immigrants in Mexico find a harsh life there :

Considered felons by the government, migrants in Mexico fear detention, rape and robbery. Police and soldiers hunt them down at railroads, bus station and fleabag hotels. Sometimes, they are deported, more often officers take their money. While immigrants in the U.S. have held huge demonstrations in recent weeks, the hundreds of thousands of undocumented Central Americans in Mexico suffer in silence. And although Mexico demands humane treatment for its citizens who migrate to the U.S., legally or otherwise, Mexico provides few protection for illegal immigrants on its own soil.... The level of brutality Central Americans face in Mexico was apparent monday when police conducting a raid for illegal near a rail yard in Mexico City shot to death a local man apparently because his dark skin and work clothes made officers think he was an immigrant...Maria Elena Gonzales, a Mexican who lives near the tracks said female migrants often complain about abusive police : "They force them to strip supposedly to search them but the purpose is to sexually abuse them" - she said....Although Mexico objects to the U.S. authorities detaining Mexicans immigrants, police and soldiers usually cause the most trouble for immigrants in Mexico, even though they are not technically authorized to enforce immigration laws. And while Mexicans denounce the rof their citizens living without papers in the U.S. Mexican law classifies undocumented immigration as a felony punishable to up to 2 years in prison, although deportation is more common."... How about them apples ? Why the double standard ? I always thought we should go by "Treat others as you would like to be treated". too bad this philosophy apparently doesn't exist in Mexico.
