There are several answers to that.
1) I feel that way because you are either familiar in some way to someone I have met, or I have met you before.
2) If I knew, I wouldn't be having the strange feeling I met you before, I would remember meeting you before.
But if you're interested in indulging my curiosity, we can pick apart where we were generally over the past few years and see if we can find any points of mutual proximity in our habits, work, and past times.
I'm afraid that's about all I had to say there.
