[Private to the Admiral]

I was just wondering.

You said you saw everything, right? And you intervened here to keep the Inmates from going out of control. So if you've been watching this entire time, why didn't you intervene any of the other times when the Inmates did go seriously out of control? Like when Tony couldn't control Elle and she ended up torturing Libby and ( Read more... )

I did not intervene, here, and stop the riot. The riot died of its own accord.

The proper action was taken with Elle Bishop after the incident with Libby. Her Warden, having failed to do his job properly, requested a transfer to place her in more capable hands.

The lot of you must learn eventually that sometimes the best thing you can do for these people is to either ask for help or hand them off to the better equipped.

Do you think you would have been able to reform the Master?

He failed multiple times. Multiple people got hurt before that intervention.

That was exactly what I proposed at the time. I was ignored. By you.

No. I don't think the Master can be reformed. I think he's happy the way he is, and he's got no motivation to ever be otherwise.

Which is why it was best that in the end you did not remain his Warden.

And you had the right idea when you made the request. Tony Foster had to do it himself, however.

I never objected to that. I was just an interim to keep him in line. I don't think anyone ever expected me to actually reform him. And honestly I still don't think anyone ever will.

What's the point in being a Warden, then, if we can't do anything when things go out of control? What are we supposed to do when the Warden AND the Inmate are out of control? Or, say, sleeping together?

These are all questions I hoped would be asked. When the lot of you meet and decide as a whole what changes absolutely must be made, what rules you intend to follow and enforce, you should discuss these things openly with them.

Do you want me to fix all these things myself or would you rather the Wardens be given the means to do it?

I'm all for giving people room to make their own choices, but there comes a time when it's obvious it's just not working. Like with Tony and Elle. That should have been stopped long before it was, but according to you appealing to you at the time like I did was worthless.

I have brought it up to the Wardens. They agreed mostly, and then nothing was done. I can try again, but as someone without an Inmate I'm not sure how much clout I'll have.

I am giving the lot of you the week to not only discuss and decide but to bring to me a definitive list. A -- Constitution, if you will. Failing that, you must request more time if you have need of it.

Thank you for bringing your questions to me, Jack Harkness.
