[Wally isn't sure what to think about all of it - other than worry for Troy - so he's doing his best to reserve judgement. If he thinks about it, he'll only go in circles anyway. Did the Joker deserve what had been done to him? Yes. No. Maybe? He's not the one who has a personal history with the madman and going by that, he figures he doesn't have the right to judge.
But Dick does. Wally's been planning to talk to Dick even before Tim had suggested it but he hadn't been sure what to say. Even now as he's standing in front of Dick's door he's still not sure what to say. Heavy subjects aren't exactly his forte.
