Something about night was just appealing. He didn't know what it was about it--though high school memories of getting into cop-worthy trouble screwing around with his friends came to mind--but Cole just liked it. He was wandering around himself... if by "himself" meant "nothing like Rorschach is doing". The only addition being a ski-hat (because when you're practically fucking bald you wear hats sometimes), he didn't look much different in his whole aimless-wandering-around-taking-in-the-scenery-stuff.

The cop who landed him in jail the last time. He's unsure what to do - attack the guy who's got superpowers and try to get rid of him, or just turn and leave, which is not his preferred method of handling things.

Oh, god dammit some more. Screams are more important right now, and Cole's not question it, but that doesn't mean he won't say a quick "shit" in his head before he lets go of Rorschach and bolts in that direction.
He wasn't much for going around hunting down screaming people like Rorschach did (okay not really), but that didn't mean Cole wouldn't help out someone who needed it. With a loud "HEY" he literally lit up his arms. At first to see if he could scare the robber off. If not, he wasn't afraid to hurt him.
Rorschach backs off from the display, wary. He doesn't want any collateral damage, but he approaches the criminal too, wanting to take him out before Cole can. Call it immature, but that's what his plan of action was.
Cole's mind was running through possibilities. As much as he'd just like to fry the hell outta the guy, the girl getting robbed here woulda been pretty crispy too. Then he glances over at Rorschach's approach. He considers it for about half a second before the usual 'what the hell'.
UNTIL HE SMELLS THAT CERTAIN SMELL.
