He watched the men move, like a frozen and impassive general.
"More quickly. The equipment must be set up within the hour."
And they moved to his orders. He wasn't the sort of man who stood for much questioning. Still, he watched. For a shadow to descend, or a batmobile arriving at full speed.
It was almost unnatural, not being challenged by the bat. It made him edgy. He kept the cold gun in his hand, not at his side.
He whirls, the cold gun up and firing on pure instinct, nothing else. He cuts the beam an instant later, inwardly cursing. He was better than this, he could control the anger.
But he would never speak such thoughts. Not to the detective's successor.

Because, whatever it was, it looked mighty suspicious.
Terry had one advantage, in that Freeze wouldn't be looking up quite so much as he might. After all, in his time, Batman didn't fly.
Another few minutes later, he did drop out of the sky.
"Evening, Freeze," he said cautiously. What's going on?
