WHEN: Late Tuesday afternoon ish.
SUMMARY: Matsuka is on the loose again, and he's overdue for a Blue checkup. Mu sparkles ensue, as always.

A week spent in isolation left Matsuka feeling unusually restless. On his own late in the afternoon and with a few hours left to himself, he found himself not wanting to head back to the MAC to wait alone in his apartment, with only the mental noise of the building's other occupants to break the silence.
He could have spent his spare time at the park, but even that failed to satisfy his feeling of unease. With what little he'd learned about the weekend's celebrations on his mind, Matsuka made his way across the city and took a ferry over the river to pay a visit to the great statue that presided over City, the one that the residents called the Statue of Liberty.
There were people everywhere, of course. Faced with the throng of tourists moving in and out of the statue, Matsuka's resolve faltered a little, and rather than head in himself, he found a place to sit down instead, and spent a while contemplating the statue from the outside. Liberty. Freedom. That was what the whole holiday weekend had been about, hadn't it?
It felt like a very foreign concept to Matsuka.
