This guy, Andrew Ryan, decides pish-posh on morality, we should we able to do whatever we want -- including scientists conducting unethical experiments and artists making complete whack-job art -- and so he goes off and makes this underwater city where a whole bunch of people follow him and.

Well, huh. [stops to think about this] In the game he's just some dude that happens to talk a big game.
