Nobody seems to run this town, if you get me. I'm not talking about the Mayor or whoever, I'm talking about who really runs things.

In my New York, you had the Big Man. Got a couple of big players here, but I'm guessing the whole "never know when you going to pop out" makes things not so good for business.

In my experience the presence of metahumans destroys anything like 'regular' crime families and organizations. We had the Doom Syndicate, but they were strictly second-string. They organized, but only because on own they were [even less than a threat than Megamind was] of a negligible threat level, all things considered.

If a supervillain is the main event, the organized crime and team players are usually only the opening act; the KISS Coverband as opposed to the actual appearance of Gene Simmons.

The very idea of being on anybody's payroll would have been a massive affront to the Supers of nearly any city, and liable to lead to retaliation to think that they could be bought so pettily.
