It almost seems even more cruel to kill when you know they'll be brought back.
I can think of certain people who'd take great pleasure in killing the same person over and over again.
... as a side note, this also sounds like a horrible waste of perfectly good ammunition. When there is a looming threat of monsters attacking this city, why would you ever want to waste ammunition on each other?
