From the looks of it, this would be Earth. It's very quaint, almost charming in a way. My guess would be this is sometime during the 20th or 21st centuries. So very primitive compared to where my people was during the same time period. Why, we were already traveling to neighboring star systems, expanding our empire. Space travel is common place, yes. I'm puzzled by your use of the word universe, however. Are you implying that this is indeed some form of alternate reality?

A holodeck is form of holotechnology, most often used for training or recreation. It's considered something of a luxury.

Cardassia is a planet about the same size as this one. It is warmer, darker, and generally more hospitable to my species than this one is. [It's just too cold on this planet. :|]
