Public schools and such mandates are based upon generalization. You're creating an anarchist view based upon your personal perceptions and your status as an exception.

Erasing mandates will cause the majority to think of themselves as exceptions, which is impractical. Think of something else.

1) Mandate school and make everyone go regardless of how much they require such instruction.

2) Provide school but do not mandate it; statistics show that a large portion of adolescents would cease attending.

3) Individually asses each student and then decide whether or not to order them to school.
