I'm pretty sure that, if he wants it to be a date, he has to tell you it is first. And actually ask you if you want to date him and be his girlfriend.

Sometimes people forget to do things they should, like that. [Or they assume that not hearing no means yes, which is just. Not acceptable.] That doesn't make it okay to just assume you're okay with it, though. You should tell him that you thought you were just going out as friends.
