The City, huh? A name like that tells you one of two things. The first is obvious, a lack of imagination. The second is a little more telling.

Greed is a fairly large source as well. Ignorance, though at times that ties in with your theory as well. Apathy, the greatest aid to every wrongdoing. And then you have natural disasters, something which people aren't at fault with.

Greed stems from the idea that you should have something instead of anyone else, I wouldn't say it's wholly unrelated. And apathy usually means you're with the majority party already, most who aren't don't have it as an option.

Natural disasters are something else entirely.
