We have him in custody and know that he provoked the violence using some kind of chemical agent. It looks like he was getting ready to flee the country and deploy the agent overseas when he was captured. We don't know how he got the gas though, and we haven't accounted for all of his accomplices yet either. If you can shed some light on any of that, I'd be grateful.

I have intel on at least others connected to the Major. Quatre Winner was attacked by a mercenary named Thomas Blake, sometimes goes by Catman. He's extremely dangerous and has been a little emotionally unstable on top of that, but I think he might've fled the City for now.

Then Yusuke Urameshi was attacked by [two Russian names], probably false identities by the way, but they should've already been taken into custody.

Also, just a warning, word is your Spike fellow's a vampire.
