Everyone brought into the City by the Porter have metahuman capabilities. Or, if you prefer, superpowers. A lot of people, like myself, have powers naturally, but there are those who are normal humans back home here also. They're given superpowers when they arrive here.

Trust me, you'll need them or whatever resource you can get your hands on. There are plenty of criminals brought here as well and they tend to enjoy showing off their handwork on the comms. It gets annoying after awhile, especially with the Joker.

Pretty much, despite efforts to stop them by the metahuman police force and vigilantes. There's always going to be those types no matter what.

But, if you're retired from whatever it was you were doing in the past, I don't think you have to worry about being made to renege that. There's a lot of people who do fight crime, work cases or battle terrorists - I do - but there are some people who choose not to get involve in the fight for any variety of reasons.
