[ BARBARA'S COMMUNICATOR → PRIVATE & ENCRYPTED TO THE POLICE FILTER: To start with, I want to make it clear that I'm not criticizing our current policies or any handling of current events, only making a suggestion based on my experience back home.
In Gotham, the police had an off the record relationship with Batman, one that ... had ups and downs throughout the years misunderstandings, conflicts, tragedies but also saved a lot of time, trouble, and lives on both parts. It was understood that the police would handle day to day crime and major cases, and that Batman would handle those crimes that went beyond the police's capacity to deal with (the Joker, for example) though their paths might intersect from time to time.
Here, the line is blurred because some of the police force are or were superheroes, or are used to dealing with superpowered crime. Arguably, the Joker is not outside our capacity to handle, yet trying to cover both the crime we deal with every day and extremely high profile cases may stretch us thin. But we've already made advances in working with the Avengers (both teams, even), so why not pass off certain cases to them? In Gotham, the police have taken in the Joker before, just as we have here, but many times, have come out the worse for it. However sad as it might be, vigilantes sometimes have the means and freedom to do more than we can, and it only makes sense to work together to keep the City safe.
Not every high profile case should be turned over, of course, but when the strain can be eased by a powerful group of vigilantes who aren't currently busy saving the world from some kind of disaster, why not take advantage? ]
