I'm pretty sure the Porter's in charge of the resurrections, and it only deals them out for its toys. Which would be us. If all the innocent people getting killed have been coming back, I haven't been seeing it. Would be nice if it was the other way around, though: supervillain stays dead, victims come back.
Hey Porter! If you're reading this, consider that one for the suggestion box!
Sentient enough to talk to us and mock us from time to time. I'm pretty sure it's nuts, and it's definitely overly fond of being cryptic. So not much good news there.
The transience of death seems to only effect those brought here by the porter. I have not observed any similar phenomena in the civilian natives of this city.
Additionally, the police have been keeping track of civilian mortality, but as we are already over extended, I do not know if our data is entirely reliable. Our current numbers, along with the obituaries mentioned above, may provide the most complete information on the subject.
Don't think I've met you yet, by the way. Jonothon Starsmore, newest addition to the police force. As you said, we're stretched ruddy thin, so I really haven't even met most of the officers yet.
I am Spock. I work primarily with communications and technology, this is perhaps why we are unacquainted. Have you been in the city for some time, or are was your arrival recent?
Nice to meet you. I just got here a week ago; I only joined the force a couple days back. I'm sure we'll see each other around more often, though I think I'll mostly be handling regular officer patrols and such.
Ta, luv. Been getting that vibe from most people; you'd think we'd be paying more attention to the people whose world we've invaded and been laying to bloody waste.
It's because death isn't right here because it's an inbetween place, but they stay dead mostly because it isn't an inbetween place for them. I go to their funerals sometimes. Like when Issac died and the lady who makes the paper flowers to sell said we had to give him a proper funeral, but they didn't have a coffin, so they burned him up and buried what was left in the church's flower bed.

It was a really good funeral. We sang songs.

You go to many funerals, Del?

Only sometimes. They aren't really my place, but sometimes they're really important because I have to remember.
I go to wakes a lot. Especially once everyone is drunk.
