This city is an absolute mess.

Who is to blame, may I ask? Mutants, of course! It is always mutants. Hah, and before anyone defends by saying it was a giant lizard, may I ask how it got that way? You've done that so many times before, and the effects haven't been lasting. When you have them, you need to move quickly, before they descend into so much pointless destruction. You can have the public support easily. What you should focus on is channeling it.
