Income tax and scholarships for 2006?

I'm hoping that this isn't an inappropriate place to ask this... please let me know if it is and I'll remove this post.

Income tax time is approaching and as a grad student, most of my income consists of scholarships. This has always bitten me in the ass at tax time, but I know that the Harper was proposing that scholarships should no longer be counted as taxable income. Was this legislation ever officially passed and if so, will it be applicable to 2006? I'm having trouble finding information regarding this online.

Here it says that under "proposed" legislation, this is correct. Can I then assume that it is true? The word "proposed" has me rather confused as to the status.
