It's generally recorded at anywhere from 60% - 90%, depending on the "zone" of the city one is present in.

The more dangerous the zone, the less of a power restriction. A dark red zone can get as low as 50%, a black zone will steady decrease until the suppression is at 0%, but by then most have passed out due to the threshold limits for retaining consciousness being ripped through.

The exact cause for the restriction is unknown, but it has something to do with the chaos of the elemental balance within the region's atmosphere that is causing it. They're "tangled" in a sense, and in order to bypass the majority of the suppression one wuld need knowledge of the way the elemental operate in this world and a rune. Still, even the Magisters suffer from a suppression of abilities, although to a lesser degree.

As you might imagine, this means anything physical or mechanical is unaffected by the suppression, but "supernatural" abilities are.
