Everything is ok, now you can make your costume. Get a fitted grey or white dress shirt, or you can dye the white grey. Cut off the sleeves and sew on teal lace. Cut the bottom at a sharp angle. That way it stays straight buttoned up to the top of the skirt, then angles out at 45 degrees. Do some more cutting along the sides and back if your dress shirt is one of those 'scoop' kinds. Add more teal lace to the bottom. Embroider by hand the dotted teal on the 45 degree angle. Add patches made from scrap fabric with heat-n-bold and fray-check.
