She is far from the first person Jack has lost in the line of duty, but in this moment, it takes all of Jack's willpower not to save her. Not because she doesn't deserve to live. She does, and he knows that. Jack loves her, just as he loves all of them.
He can save her. He's done it for so many people over the years. To keep Tosh from death when Owen is beyond anyone's help would be a punishment, not a gift.
Even as Tosh is gasping for breath in his arms, Jack can't let himself kiss her.
