...you're right. If you don't know them then it's easier to make sure you don't see them again, and if you know them really well then kissing isn't that big a deal.

That's highly probable; it worked temporarily the last time, but the handcuffs simply rematerialized after a short interval had passed. I would be unsurprised if something similar happened with these.
