Is what this says about time in camp true? That it doesn't rate as time on the outside?

I can't say for sure. It could possibly be one giant timeslide, though it'd be hard to pull off. That being said, pulling people from multiple dimensions and keeping them here would be hard to pull off, too, and she's managed that.
