That's because intelligence concerning this location given to you from an outside source might not have been accurate.

I'm a commander in ZAFT - the Zodiac Alliance of Freedom Treaty, military of PLANT. Terms that I know you're not familiar with in the least. Upon arrival here, myself and one of my comrades established a base branch with the intent of both protection and defense preparations for the civilians here. As well as mobile suit simulators for the other ZAFT soldiers that have been, and in some cases still are, here.

If you are the commander of the military organization located here, then I would like to join your ranks. I assume you already know of my qualifications from my previous "visit". I also assume that my comrade Quatre has informed you of my abilities in combat and otherwise. It would be in your best interest to accept me and consider me among your elites, Commander.

Most people arrive here with false information. It's how they wind up tricking people.

It's not exactly anything close to official recruitment. ZAFT only exists where I come from, so while the base was created by us, it's technically not affiliated with anything happening back home. Therefore if people want to use the base for any form of training, or need something from our stocks, they're more than free to it. Unless of course they're not using proper judgment.
