This is a common strategy of extortionists. A period of silence after the original threat results in the victim becoming increasingly paranoid of potential outcomes, and is more likely to result in immediate compliance to the demands. Threatening him in this manner only exposes your emotional weakness to the situation and your desire for the objects safety. You will need to change your strategy.
Find the perpetrator. Either eliminate him before he notices you, or wait until he has left the area where the hostage is being held. I recommend sniping from a distance. If you give away your position, or your intention to go on the offensive, he may harm the hostage. Maximum secrecy and stealth is advised. If you have sufficient allies willing to enter a combat situation, you could also form a team and swarm the location, using gas to disable him while leaving the hostage unharmed.
