[In the library, conscientiously far away enough from people who actually go to the library for peace and quiet, a certain angel has done a bit of decorating. Not the sort of decorating one might find in a high-end interior decorator's handbook, but rather the sort of decorating that involves crepe paper and balloons -- both of which are a rather garish tacky festive tartan plaid.
There is also a banner:
