Even if it wasn't, you don't need to worry about that. I think a camp mother is really just someone to help with simple problems everyone has.

The sort of things that come up from day to day, I suppose. Things like mending clothes or helping clean up a mess.

Although time passes here, it seems that outside the barrier, time stands still. The net effect is that a person can be inside this encampment for a long time, only to find that when others arrive from their home world, the same amount of time has not passed.

It doesn't work the same way for everyone, though. It's all very odd.
