I saw this yesterday and immediately thought it was Morgana, by the little bit of neck and the hair. I could be wrong though seeing as I haven't slept in 2 days.

He hugged Morg's in the first 2 episodes, but you never know he could have hugged her again when she gave him the bracelet of doomeh.

The scene wasn't all that interesting, so it was rightly cut.
In fact most of the scenes Arthur has with Morgana have been chopped, lol!
