Merlin couldn't help it. He thought it was funny and therefore the natural human response is to laugh.
Besides, he couldn't be all to blame. It's not like he had done it on purpose. Gwaine had pushed him.
Gwen thought it was funny and she'd laughed, but Arthur wasn't berating her. He didn't even give her a stern look.
Arthur was totally over reacting. It wasn't the first time it had happened and it probably wouldn't be the last. So what made this time so wrong?
Merlin had tried to turn to the knights for some support. Gwaine had admitted to pushing Merlin but that had not satisfied the King. Percival and Leon had tried to turn Arthur's attention to other matters to no avail. "I'll deal with that later," Arthur had snapped at them.
Even Elyan and Gwen had teamed up to say it could be easily fixed with a bit of care and some elbow grease. "But that's not the point. It shouldn't have happened at all and it's not funny."
There was no helping, so Merlin let Arthur get it out of his system. He would likely reflect on it later and apologize in his own way. Not with words. No, Arthur tended to let his actions speak for him when it came to Merlin.
