I really don't think there is going to be a NY based cliff hanger.
Since the first set of short screener spoilers there have been an abundance of people claiming they have also seen it and I am really not inclined to take what they are saying as the truth, from the source I do have some faith in, there is only one scene of Callie dialogue - I really can't picture how they could set up a NY cliff hanger with that (and also if Callie / SaRa is leaving then that is her swan song). Also thinking back to KMK interview even if he is hyping it up a NY cliff hanger could even in his world be classed as a spark of anything between them.
I am sure all will be clear as mud by the end of the episode but they have been very careful in their choices so far in this story line and how Callie / Penny ended is part of that.
There is a time jump that is at least 3 months (poss more) if April is going into labour and if Callie is still upset over Penny then she will have mourned the end of the relationship more than the end of her marriage
I think Arizona is more likely to assume that Callie is sad because she didn't get her own way and is still struggling with the custody arrangement, I think Arizona may soften her stance if she thinks it is affecting Sofia and that starts a conversation. Given the choices made by the writers to date I think the conversation will involve some kind of recognition from Callie that she created this mess herself and if she was blinded by her needs this time then maybe there have been other times when she put her wants above everything else
Something like this could provide a cliff hanger of sorts - a moment that they could play either way going into next season
