Seems Sara Ramirez already wrapped up the season. JCap normally always tweets when she is finished as well. Would it mean they don't have end scene together? Would it mean Dr. Torres leaves with Penny to NY and we will have to wait until next season to see if she returns?

Sara tweeted a photo today wearing scrubs and trauma gear. That doesn't mean it was her final scene that'll air, but it suggests Callie is still working at Grey Sloan in the finale. I've been assuming Jcap has wrapped since her baby is due any minute. Maybe not, but financially it makes the most sense to film her scenes ASAP just in case.

This is a possibility, but I think it's a huge gamble if it is written that way. I think there are so many fans who have waited and waited (some patiently and some not so patiently) for basically two entire seasons for some movement in the Calzona SL and many have expressed that without a sign of hope they doubt they'd return to watch s13 (and 3 months is a good amount of time to kick the habit and invest in something else-it sure worked for me after s12), that if this SL does not show any progression to their SL they'd lose lots of viewers in the Calzona fanbase (considering the overall ratings problems at ABC-I heard they're down 57% from this same time last year).
Of course this is just IMHO.

I don't think Shonda cares if fans drop off, there will always be people who keep tuning in. Nevertheless she isn't stupid and knows that if she gives a tiny glimpse of Calzona hope, then that is sufficient to keep the audience hanging around.
Ok so most think that Callie will not leave, then hopefully Penny leaves.
I really hope that there is space in the finale to focus on personal stories as well instead of another disaster.

I have no doubt that Shonda could not care less if fans drop off. The network however does. ABC is in major treading water phase these days. Their overall ratings have drop 57% from this same time last year. As much as Shonda would like to think she's numero uno, she still has bosses. It's not like those bosses haven't forced her hand before either. According to her they forced her to get rid of Brooke Smith. Also, supposedly the executives of ABC also forced her hand with Eric Dane as well. When it comes down to it, she does have to tow the company line ( ... )
