Okay, finished the book this morning, and I'm a bit relieved to see you echo some of my thoughts.
I agree that this book and the Washington book are my least favorite ones in the series. Maybe it's because Kitty is taken out of her element, away from her pack.
This book dragged for me. At one point, it felt like "one thing after another." And I know Vaughn can do better. I also agree on #4. Too many plots, too many characters. And by the time Ben returned, I felt his kidnapping was written just so Kitty could be alone, and like you said, no connection to the main plot points. And I also felt like having Mom and Dad in Vegas did nothing to the plot too, so, why even have them there? I think Vaughn could have amped up the stakes by having the bounty hunters target Ben or her parents.
As much as I love Ben, I can't believe I miss Cormac!
Kitty transforming once was disappointing too.
And I have to agree, I think the real story is in the next book. We're back in Denver, back with the pack, and I want to see more of the Alpha Kitty!
Oh, and one more note on #3, as much as it made me uncomfortable too, I think Vaughn was trying to show that as much as Kitty (the human) wants to be faithful, Kitty (the wolf) can't guarantee anything.
You know, it's funny, because I read those scenes as the wolf wanting to get away, but Kitty the human wanting to stay. Odd we read those as the opposite but I don't remember if Vaughn specifies.
I will say, I really liked her parents coming into the bar while she was with the two bounty hunters and her mom gushing over her, and after Kitty shooed them away, the one chick was like, "Parents? Werewolves aren't supposed to have PARENTS." That was a great moment for those two, because it made them look at Kitty like she's human. :)

Carrie had to ask them to take off a shoulder blade tattoo that was in the original art. Glad they did.
