That's disingenuous.  You can hardly say the "Treasury" confirms it, because the Dep. Chancellor, who supports AV, says so.  Under that logic, the senior Minister's advice should take precedent. It's too wrapped up in politics.  It needs to come from a Civil Servant, surely?  Besides all he said was haven't "received advice" and have "no plans". I've heard that before...
