I think it's the latter, personally. But if we all work together to change the system... It could help us both, wardens and inmates alike.

Then, in that case, even if there are wardens who can't possibly understand you, you still got paired off with one who does. Could be like that for most of the inmates. Maybe there's a system the Admiral utilises...
