Stimulating the economy

Just how do they figure to stimulate the economy if - people don't have jobs? And those who do have jobs, have to use every penny they make just to pay bills and buy groceries, etc.??
And yet some places are talking about new taxes on things and/or services! What the .....?
Yeah right- that's going to help. NOT!!!!
It's all just too crazy stupid. :(
