History:
Street Fighter wikiaPersonality: Juri is a human monster. She has no morals to speak of and lives only for violence, destruction, and fulfilling her own selfish desires. Seth describes her as his "blood knight". A warrior not bound by scruples or held back by any uncertainty. She will kill whoever she wants to get what she needs.
Juri's cruelty knows no bounds. She is not above threatening the weak and helpless. A down opponent is shown no mercy and she actively enjoys causing pain and suffering, almost on a deep, sexual level. Her sadism shows often in her fighting where she seems to be in ecstasy during the battle.
She doesn't take defeat well, and becomes unstable when angry (not to say she's not unstable usually). Her emotions seem to fuel her strength as well, allowing her to achieve new tiers of ability as she lets herself go mentally. The rising pleasure she derives from fighting and killing also seems to feed into this.
Like a femme fatale, Juri mixes sex and violence readily. Her taunts against her opponents, while not always, often lean towards more suggestive remarks (whether subtle or outright). She does this particularly so with rivals Chun Li and Cammy White. Of course her taunts also just lean more towards outright insanity at times as well, such as against Abel or M. Bison. Either way, it shows a great amount of mental instability.
Juri's motivation is something that canon doesn't touch on very well. Or rather that pretty much dismiss it. They set up a possible situation as to what it could be. Juri's parents were killed by Shadoloo and her eye was ripped out while she was tortured before she was recovered. But honestly?
Honestly? It doesn't seem like she gives a shit about her past by the time the events of SSFIV happen. That may be a side-effect, though, of the intense bitterness and malice the act bore inside her. She's not on a quest for revenge, per say (and honestly, the wikia article's assessment of that factoring into her relationship with Bison is wrong at best), but rather a quest to lash out at the cruel world around her by being even more of a monster.
She is the product of the world's violence and hate. So her motivation? Is to just destroy everything she can and never be satisfied. She wants control over both Shadoloo and SIN just so she can use their power to spread more chaos. That's all she seems to care about anymore.
Game Specific:
Arcana: Devil
Justification: Juri captures the essence of the Devil in EITHER position. Her lust for violence is, at its core, the purest form of the Devil card. She knows what she wants, she knows what she has to do in order to get it, and will stop at nothing to do so. Perhaps there is a darker turmoil inside of her, the conflict between the girl Bison had traumatized all those years ago and the killing machine Seth created from her corpse, but that only further justifies it.

Each one seemed to be fallen by a single woman, fighting as if possessed by a spirit of violence. She laughed, lashing out at the beasts and using her feet to cut through their ranks like a saw through wood. The laughing would likely cause normal mortals to quiver in absolute terror. And that was how she liked it. She loved seeing the look in the eyes of people who knew they would soon be dead. Nothing could match the exhilaration that came from it. It was better than sex.
More and more she fought, growing ever violent rather than exhausted. There seemed to be no end, but that suited her just fine. Let them come. Let them suffer. If they would learn to fear her, then they could easily be turned into her own lovely little dolls to use as she wished.
