Really? How do you propose to enforce this? Will all spontaneous miscarriages be investigated as murder? Will all used pads and tampons be turned over to the state for inspection? (Hey, who wants THAT job?) Should all sexually active women apply for a social security number once a month, just in case?
In my ideal world, anyone who has anything even remotely to do with public policy has to take an IQ test and score with normal intelligence or above.
