I think the show is using it to literalize Stefan's PoV. The idea that Damon is corrupting/controlling Elena is the only way that Stefan can manage to explain to himself how Elena is able to react to Damon the way that she does, even though she was doing similar before she was a vampire. That's why we have Stefan and Caroline pinning "evidence" of the sire bond down to things that Elena has been doing with Damon anyway. The sire bond is the only way that the show can make Stefan slightly less of a complete asshole (and he's still coming across like a whole lot of one) while having him actually react in character to Damon and Elena being together.
I mean, from Damon and Elena's PoV -- they're both constantly forgetting about the sire bond supposedly being in play when they're in scenes alone together. They intellectually 'know' that it exists but it doesn't feel like it exists, which is how we can have scenes like in the last episode where Damon tells Elena he doesn't want her to take the cure and not have him worry for a second that he's going to brain-control her into suddenly not wanting it.
So far, Damon has only 'invoked' the sire bond once to 'force' Elena to do something she didn't want to do -- to leave him at the Lake House with Shane and Jeremy. Everything other time he's told her to do something & she's done it, it's something that she has wanted to do -- come back to him at the Lake House, drink the blood bag, and now turn off her emotions. So, the only time we've seen him tell her to do something she didn't want to do & she felt compelled to go along with it was just after they'd spent all day with Prof. Shady and his bag of herbs.
I hope everything you say in this comment comes to fruition, and looking back on it, you are completely right about that being the only time Damon asked Elena something she didn't want to do. She ~could~ just have wanted to turn it off in 4x15 and maybe the fact she didn't calm down when he told her to is a big neon sign that the sire bond is fake. I really hope this is what hapens.
