[Sebastian has been doing some more research. He's looked at every book in the library and found nothing, attempted to access various records buildings (all attempts failed), and his latest search has been for people in charge. To ask questions.

But he hasn't found them.

He's currently standing outside City Hall, projecting on the second level.]

Of course not. There are more ways to discover things than through sight alone. Experience is gained through all the senses, with the added insight of intuition and prior knowledge.
